Bank charges in Portugal for current accounts
Santander Totta charges roughly 15 euros per quarter for fees on a current account is this normal in Portugal or are there better accounts out there.

That is normal. On Santander Totta, to avoid the fee, you need to maintain a average balance of at least 5.000€ Other banks have similar requirements. You need at least an average balance of 3.500€ to get no or lower fees. The only one I know without any fees is www.activobank.pt (the online bank of Millenium BCP).
